Dion Carr joins the Construction Management Team at DHA!

Drake Haglan & Associates (DHA) is excited to welcome Dion Carr into our growing Construction Management Team.  As an Assistant Resident Engineer, Dion brings his knowledge and technical expertise to DHA’s roadway, structures, and water resources projects throughout Northern California. Dion has over 18 years of experience in the construction of heavy civil infrastructure projects of various size and scope. He has successfully managed the construction of nearly 32 miles of highway for a total project value of over $300 million. He provides industry leading experience to pre-construction and design teams, assists in value analysis, and performs constructability reviews. With a contractor-based work history, Dion is an asset to the DHA CM team with his ability to leverage previous working relationships with superintendents, field crews, estimators, and project managers throughout Northern California.

When he’s not at the job site, you can find Dion and Shelly, his wife of ten years, hiking, biking, or skiing with their children Aubrie (6 ½) and Colton (5). Both die-hard college football fans, Dion and Shelly’s college alma matters are rivals:  University of Colorado Buffalos (Dion) vs. Colorado State Rams (Shelly), which leads to many football debates in the Carr household.  When Dion isn’t watching football with his wife or attending his kid’s sporting events, he might be watching one of his favorite sports, Monster Trucks.  Let’s leave it to say, Dion and his family are keeping busy with their many activities.

Drake Haglan & Associates is honored to receive the ACEC 2019 Engineering Excellence Award for Category C Structural Systems on the 11th Street East Tracy Overhead Bridge Replacement Project

The 11th Street East Tracy Overhead Bridge, located in Tracy California, was originally constructed in 1960. In October 2004, Caltrans classified the bridge as “Structurally Deficient,” with a Sufficiency Rating of 49.7 making the bridge eligible for replacement under the Federal Highway Bridge Program (HBP).

In 2018, the opening of the newly completed bridge marked the conclusion of a multi-year journey that included extensive coordination with multiple stakeholders and regulatory agencies.  Drake Haglan & Associates (DHA) take pride in leading the design efforts and is honored to be awarded the 2019 Engineering Excellence Award for Category C Structural Systems Award for the 11th Street East Tracy Overhead Bridge Replacement Project by the American Council of Engineering Companies (ACEC).

The new bridge provides for wider traffic lanes, 8-foot wide shoulders which also serve as Class II bicycle lanes, and barrier-separated mixed-use paths that promote the safe use across the Union Pacific Railroad (UPRR) tracks by pedestrians and bicyclists. The new bridge will also stimulate sustainable growth and development on the east side of the tracks since it will promote the use of alternative modes of transportation to access downtown Tracy. The bridge is located approximately ½ mile east of Tracy High School, allowing students that live on the east side of the UPRR tracks to safely walk and bike to the high school.

The superstructure of the replacement bridge consists of a cast-in-place, post-tensioned concrete box girder. The bridge is a single-span structure with an overall bridge length of approximately 291-feet. The girders are skewed relative to the centerline of the roadway such that the actual span length of the girders is approximately 200-feet. The bridge configuration accommodates a planned aerial intersection for a future extension of MacArthur Drive shown in the City’s General Plan. The 40- foot tall abutments are designed as free-standing bents with a mechanically stabilized earth (MSE) wall directly behind the abutments so that there is no lateral load on the abutments.

This project involved significant coordination with Caltrans since 11th Street is a principal arterial on the National Highway System. The 11th Street East Tracy Overhead Bridge is also a high-cost bridge project as the construction costs exceeded $20 million.

DHA served as the prime consultant on this federally and locally funded project in Tracy.

Dave Richard, PE Joins Leadership Team

Dave Richard has joined Drake Haglan & Associates (DHA) as a Principal Engineer. With 40 years of experience in water resources and wastewater engineering, Dave is a graduate of both UC Davis (MS Environmental Engineering) and Michigan Technological University (BS Civil Engineering).

Specializing in water supply and distribution; wastewater conveyance, treatment, reuse, and disposal; and biosolids management, Dave has managed projects throughout California for public agency clients, including the Cities of Manteca, Modesto, Sacramento, and San Diego, the Sacramento Area Sewer District, Sacramento Regional County Sanitation District, Tuolumne City Sanitary District, and the Counties of Fresno and Stanislaus.

Dave has also authored numerous technical papers on the subjects of wastewater filtration, wastewater reclamation, biosolids management, and treatment plant rehabilitation.

With projects ranging in construction magnitude from $500,000 to $70 million, Dave brings exceptional technical and project management skills to DHA. From treatment plants to pump stations to force mains to transmission pipelines, Dave will lead and manage DHA’s new Water Resources Group, as well as provide expertise to DHA clients throughout California.

An avid sports fan, Dave spends his free time rooting for the Oakland A’s, Green Bay Packers, Wisconsin Badgers, and refereeing youth soccer games (USSF State Referee Emeritus). Dave and his wife Jackie live in Woodland with their German shepherd, Sherry.

Rob Shackelford Joins DHA’s CM Team

We are excited to announce that Rob Shackelford, PE, CCM, QSD has joined DHA as a Construction Manager. Rob brings over 24 years of construction management experience in the public and private consultant industries leading teams in the delivery of bridge, highway, transit, building/facility, trail, landscape and traffic (ITS) projects. Rob will assist Howard in the management and continued expansion of our Construction Management Group. Rob recently presented a two-day construction management training seminar to the APWA Silicon Valley Chapter.



A ‘New’ Old Sacramento

DHA CM Team On-Site as I-5/Riverfront Reconnection Construction Begins

DHA’s Howard Zabell recently appeared in KCRA 3’s feature news story about the City of Sacramento’s I-5/Riverfront Reconnection project. As a subconsultant to the Hanna Group, DHA is providing construction management services for the construction of a new bridge connecting 2nd Street to Capitol Mall, providing a new vehicular and pedestrian entrance to Old Sacramento, as well as increased bicycle connectivity, and sidewalk improvements. DHA welcomes Howard Zabell, PE

We are excited to announce that Howard Zabell, PE has joined DHA as a Principal Engineer/Construction Manager. Howard specializes in the construction management of large heavy-highway construction projects, as well as temporary structures design, estimating, value engineering, constructability reviews, and scheduling.

Formerly with Caltrans’ Division of Structures Construction, Howard brings 24 years of diverse and progressive heavy civil construction, design and management experience in the roles of a Contractors’ Project Manager and Construction Engineer, as well as an Owner’s Representative (Resident Engineer and Structure Representative). He continually draws from first-hand knowledge and experiences from different vantage points to conceive, develop and implement innovative construction and value engineering solutions for projects.

Howard will lead, manage and continue to expand our growing Construction Management Group.
